Tuy Policemen Undergo Retraining Course

Our police officers need to undergo retraining. The new PNP chief Director General Raul Bacalzo realized the fact. First batch headed for PNP training school in Clarkfield, Pampanga are 30 policemen from Tuy, Batangas.

The two-week training course started yesterday, September 20. Bacalzo, a native of Tuy, announced that the training shall begin with policemen from his hometown. Police personnel from various stations nationwide shall also undergo training in the coming months.

Policemen who shall be sent to undergo this two-week training will have a refresher course on traffic management, criminal investigation, and right conduct, under the Police Capability Enhancement Program Training (PCEPT). This is according to Senior Superintendent Agrimero Cruz Jr., PNP spokesman.

This retraining is part of Director General Bacalzo’s goal to improve the service and professionalism of the police force.

If the PNP chief deemed this retraining important, then the officers under his authority should take this one seriously. For sure the training course has a required budget, and so all we can hope for is for them not to put anything to waste.

Improvement should always be part of anyone’s life. If you are capable of carrying out your duties and obligations, that’s where professionalism starts. If you serve the country and the people for the right cause and with the right intentions, that’s where dignity unfolds.

Batangas Province Mini-Band Competition Results and Pictures

December 7, 2010, SM City Lipa – Ten mini-bands signed and showed up for the Drum and Lyre Competition, one of the main events of the celebration of the 429th Founding Anniversary of Batangas. For the first time, this competition is being held outside of the Batangas Capitol in Batangas City, and this year’s host is Lipa.

At exactly 1pm, the competing mini-bands paraded from the left side of SM Lipa going to the front parking where the actual performances took place. The participating schools drew lots for their respective numbers, and it seemed from the spectator’s point-of-view that no one wanted to go first. But once call time begins, the participants, aged 6 years old to 12 year old, showed their talents in music and dancing to the audience with enthusiasm no matter what order they performed, and whether the sun was shining directly on them or there was a drizzle.

Each band was identified through their colorful costumes and remarkable musical arrangement. Some opted for rock music, while some others went for classical and contemporary. One notable performance was from one of the trainers who headbanged with their band members. Another trainer, Buddy Arnigo of Maghinaw Elementary School, Bauan, Batangas said that the preparations were not that easy in terms of the musical instruments and costumes. He was a trainer since 1994 and he speaks from experience about how easily anything from costume, to wrong notes and choreography can go wrong.

The winners were chosen based on 1) the musicality and 2) overall performance. The judges were Mr. Ambrose Azucena, Mr. Bobit Macapagal, Mr. George Cabullo, Mr. Jun Mapa, and Mr. Floy Quintos, who is the chairman of the board of Judges.

Different emotions from the contestants and parents showed all throughout the announcement of winners. Kids were already crying even before the 2nd placer was announced, and some were even hugging their fellow bandmates. Suddenly, it dawned on them that the weeks of hard practice will either be compensated or disappear into nothing in the next few minutes while the judges read their verdict. With their outstanding performance and uniqueness, the mini band from Lemery, Batangas (total score : 93.5) declared as the first place and received 75,000 pesos and trophy. Second place was Maghinaw Elementary School Band from Bauan, Batangas (91.5) and thry received 50,000 pesos and trophy. The third place went to first-time joiners from Tuy, Batangas(91.25) and they received 25,000 pesos and trophy.

JR got to pose with arguably the best dancer/majorette of the competition from Grand Winner mini-band from Lemery. See most of the pictures that we took just hours ago.

Backtrack on the Salagubang Pestebal of Tuy

Before the Mamang-os and Kambingan Festival, Tuy had another festival you should learn about. Er, “pestebal”, that is.

Article contributed by Ken Michael Escamillas

Batanguenos are really clever! We are fond of creating unique yet ingenious things which will surely create a mark to everyone. As I have searched about festivities here in the province, I have discovered one unique festival which reflects Batangueño creativity. And that comes from Tuy – the Salagubang Pestebal.

A Festival with Purpose

Sugarcane farmers from Tuy thought that having this festival is the best way of killing the pest – the June bee or locally known as the Salagubang. The sand colored, thumb-sized winged insect is small but is the terrible enemy of farmers that damage of all their crops being produced. The white grubs or the larvae bites the roots of sugarcane while the beetles eat up the leaves and stems.

Imagine, they can make 97 million-peso damage every year. The towns of Balayan and Calaca had also experienced 66 million-peso loss on crops due to salagubang infestation.

And with this, Salagubang Pestebal existed which pursued to have an economic and environment-friendly way of controlling the salagubang infestation.

Tuyused to celebrate the Salagubang Pestebal in June 15 and 16 of every year which I assumed to be filled with unusual yet exciting activities.

What’s in the festival?

Well, you never heard of the word “Ug-og” right?

Primarily, one of the aims of Salagubang Pestebal is the massive collection of salagubang which is their own way of controlling the infestation. This is done by doing ug-og. People shake the trees, catch and put the fallen salagubangs in the sack. The one who collected the most number of salagubang wins a cash prize.

To add up zing, Salagubang Pestebal begins with parade of floats and Salagubang mascots. There are also games like salagubang race and wrestling and “That’s my Salagubang” where contestants were dressed up with Salagubang costumes. Another one was the Salagubang Fear Factor Challenge, which dares the contestants to do challenges like eating a live salagubang or lie on a bed of salagubang for the longest time possible.

The much awaited event of the festival was the Langhap Sarap Cooking Challenge. The prime ingredient, of course salagubang. Participants were allowed to create their own dishes but it should highlight the salagubang.

Salagubang is actually edible. It is said to be rich in protein and contains vitamins and minerals found in sugarcanes.

Now, I can say that Salagubang Pestebal is purely strategic and fun. It is so amazing to know that Batanguenos are also good thinkers of feasible solutions. Yet, above all, they see to it that there’s teamwork among the people showed in the most festive way.

I shall say that Salagubang Pestebal is one of the strongest trademarks of Tuy. And I hope this mark will be remembered for years.

Kambingan Festival photo of Tuy, Batangas

Kambingan Festival isn’t the original celebrated festivals of Tuy, Batangas. However, the products given by goats are one of the town’s blessing. The annual celebration during August is also a way of honoring their town where different activities are being held within the municipality.

Salagubang Pestebal is the other festival celebrated within this municipality for sugarcane farmers thought of it as the best way of killing the pest. Activities during the festivity includes cook-off especially with the use of salagubang, salagubang race, salagubang wrestling and salagubang mascots dressing up like salagubang.
